Project Overview
CPV County Line Solar is a proposed 150-megawatt (MW) photovoltaic (PV) solar farm in Charlotte County, Virginia on approximately 1,245 acres. The project will create a new source of clean, renewable energy for the region.
Once operational, CPV County Line will produce approximately 347,200 megawatt-hours (MWh) annually; enough to power 33,000 Virginia households.
CPV County Line is expected to reach commercial operation by the first quarter of 2027.
Community Benefits
- Adds $20 million over the life of the project in tax revenue for Charlotte County to support schools, municipal budgets, road maintenance, and emergency services.
- Supports Charlotte County’s next generation through engagement in the Solar Hands-On Instructional Network of Excellence (SHINE) program through South Side Virginia Community College.
- Provides both the Cullen and Red House Volunteer Fire Departments with an annual donation of $25,000 over four years.
- Creates more than 200 jobs during the construction phase which will last approximately 30 months.
- Benefits local businesses through increased commerce from the project and workers.
Environmental Benefits
- Once operational, will deliver up to 347,000 MWh of local, emission-free power for households and businesses across the region, adding to Virginia’s energy diversification.
- Features wildlife corridors, 100’ wide pathways along existing streams and wetlands, to allow animals to move about freely.
- Creates a pollinator-friendly environment through the introduction of honeybee hives alongside the integration of native vegetations and grasses.
- Helps Virginia reach energy production goal of 100% renewables by 2050.

Frequently Asked Questions
Once construction of County Line Solar is complete, CPV will continue to manage the operation of the project.
At CPV, we take a long view with our projects which is why we are already developing solid, two-way communication channels about the project with neighbors, public officials, and relevant interest groups. We look forward to playing an active role in Charlotte County for many years to come.
CPV believes that active, engaged community outreach is at the center of every great energy project. Since our initial application in May 2023, our team has been in the community, actively meeting with key stakeholders on an ongoing basis to understand priorities and address any concerns. We encourage all interested residents to attend public meetings or visit our project website to stay up to date on CPV County Line progress.
CPV County Line Solar will be a new source of long-term revenue for Charlotte County. The direct financial impact to the region will be more than $20 million over the life of the project.
We also invest in community programs with a focus on Science, Technology, Engineering, and Math (STEM) programs, first responders, and food security. In Charlotte County, we are working to unlock new opportunities for Charlotte County’s next generation including the Solar Hands-On Instructional Network of Excellence (SHINE) program through South Side Virginia Community College.
With safety being a top priority at CPV, once construction begins, we have committed to providing both the Cullen and Red House Volunteer Fire Departments with an annual donation of $25,000 over four years. A $200,000 commitment to help fortify the culture and infrastructure of safety in our host community of Charlotte County.
Local businesses will also benefit from increased commerce as a result of the project and workers.
We anticipate more than 200 jobs will be created during the construction phase which will last approximately 30 months. Through our collaboration with the SHINE program and active membership with Upcoming job fairs through the SHINE program and South-Central Virginia Business Alliance will be key in helping identify future talent.
CPV County Line Solar is undergoing significant environmental and local resource diligence. To date, wetland delineation and state surface water determination along with a mist-net survey for northern long-eared bats have been completed.
In the future, the following surveys and studies will be completed:
- Cultural and historic resources review
- Geotechnical study
- Enhanced stormwater design
- Stormwater pollution and prevention plan
To protect wildlife, CPV County Line will feature wildlife corridors, 100’ wide pathways along existing streams and wetlands, to allow animals to move about freely. The introduction of honeybee hives will enhance pollinator support alongside the integration of native vegetations and grasses.
In addition, CPV County Line will be rigorously reviewed across federal, state, and local levels to receive the required permits.
No. The land where the County Line Solar project will be located is currently not being used for the cultivation of crops. An analysis of the soil found heightened erosion and low nutrients levels. In this case, CPV’s planned integration of native vegetation, pollinators, and grasses will help to refortify the land by reducing erosion and nitrate leaching, leading to more enriched soil.
At the end of the project’s operational life, CPV will remove all components of the project and restore the site to its original state. Following the extended ground cover, the land will be more enriched than it currently is.
No. This is a common misconception. A recent study in Texas shows large solar projects have no negative impact on property values.
